Hello and Welcome back to Rhodes Island!
If you have already followed the tips from Part 1, you might find yourself stuck tying to promote units due to not having enough chips/materials/LMD/battle records or maybe even all of them!
If that is the case, this post will be just the thing for you, as we will provide guides to CE-4, LS-4, chip stages and more to help you get your core team to E1 Lv30 in preparation for the very first event the server is about to receive!
First off, aside from base production, CE-3 and LS-3 is the main way you will be leveling up your units, till they reach the required levels in the guides below, but things get better quickly once you get there, so do your best to reach the breakpoints to be able to clear CE-4 and LS-4 as shown below:
Chips are another roadblock to promotion, as their stages sometimes require specific strategies that are usually not viable in conventional maps, and thus the solutions to these maps might seem weird and alien to some doctors. Regardless, here are the guides to the chip stages:
PR-A-1: This stage is very straightforward. Just make sure you deploy an AoE Healer after you deploy your vanguards and it will be smooth sailing from there.
PR-D-1 is very easy if you use specialists, but in case you can't spare resources for your push/pull specialists, here is a guide that does not use a single one:

One final obstacle in the way of you promoting your units to E1 is the wide range of random materials you need to farm (also required for skillups). The best places to farm them can be found here in a spreadsheet as highlighted by Tectone (Go check him out if you haven't yet, he makes some good content for Arknights!)
As a bonus, here are guides to 2-7, 3-4 and SK-4, stages that I personally found quite difficult. If you have managed to beat 3-4 and SK-4, it is quite likely that you are ready for the upcoming event!
